Fischer Compliance Training Academy

Practical, Subject Matter Expert-led training that connects regulatory requirements with the people, processes, and operational decisions that make compliance work, from the permit and plant floor to procurement, workforce development, and the leadership table.

Compliance Is Everyone’s Responsibility.

Every regulatory requirement connects to a person, a process, and an operational decision. The Academy brings those connections into focus.

The Fischer Compliance Training Academy is dedicated to helping Agency teams understand not only what compliance is and what the regulations require, but how all departments and roles, from sampling, plant operations, emergency response, workforce development, procurement, and leadership, work together to achieve it.

The result is stronger coordination, better decision-making, predictable outcomes, and practical readiness across the entire agency.

Field Staff and Operator Training & Competency Assessments Systems

Our Instructors are Subject Matter Experts who specialize in creating and delivering customized WDR-compliant training programs that focus on competency development and documentable assessments that are not only required but also help preserve institutional knowledge, improve onboarding, support career advancement, and decrease costly employee turnover.

Fischer Compliance offers a complete procurement support service that helps water and wastewater agencies align operations with procurement, evaluate proposers consistently, document decisions, and conduct fair, defensible vendor selections by writing RFPs, building scoring rubrics, and running proposal evaluations for municipal water districts. This can assist with the facility workflow between the operations and procurement departments.

Leadership & Supervisor Professional Development

We design and deliver customized leadership development programs for plant supervisors and operations managers, covering practical skills such as audit-ready performance documentation, escalation protocols, and cross-departmental coordination drawn from years of experience managing sanitation and wastewater operations at multi-facility utilities.

NPDES Permit Compliance & Sampling Audits

Fischer Compliance can perform plant-level audits of sampling methodology, chain-of-custody practices, and grab-vs-composite protocol design to help catch violations before regulators do. This service is a strong fit for plants that don’t have in-house pushback capability.

Workforce Compliance & Shift Operations Systems

We will work with you to develop practical systems for timekeeping rules, grace periods, shift-start requirements, supervisor documentation, formal counseling, and audit-ready personnel files for utilities facing labor compliance risk. Agencies can reduce labor-compliance exposure while giving supervisors consistent tools for managing attendance and performance concerns.

Who We Support

Fischer Compliance works with wastewater agencies, municipalities, districts, and environmental compliance professionals throughout California.

FISCHER COMPLIANCE, LLC is a professional environmental consulting company based in Sacramento, California. Formerly employed for decades as a government environmental and regulatory engineer, the company’s Principal, Mr. James Fischer, P.E., brings unique qualifications for public agencies seeking high-quality compliance assurance and for interpreting California water quality regulations, permits, and Orders, including “Sanitary Sewer System Waste Discharge Requirements” (SSS WDRs).

While many consulting firms provide similar services, Fischer Compliance LLC is uniquely suited, with decades of knowledge and experience as a California regulator, for clients aiming to reduce violations, enforcement actions, and negative attention. Over 12 years as a statewide lead inspector for the SSS WDRs at the State Water Board have enabled quick, efficient deployment to identify violations and recommend solutions without delay.

Fischer Compliance is also an active partner providing regular ongoing SSS WDRs technical training for members of the California Water Environment Association (CWEA) and the Southern California Alliance of Publicly Owned Treatment Works (SCAP).
