Experienced employees carry far more than technical information. They carry context, judgment, pattern recognition, system history, and lessons learned through years of responding to real conditions. Documentation matters, but knowledge becomes organizational capacity only when other employees have opportunities to understand it, apply it, and practice making decisions with it.

Workforce Knowledge-Risk Check

Take a few minutes to identify knowledge your agency may be relying on one person to carry. Please describe roles rather than naming individual employees.

1 Who would be hardest to lose? Which role or function would be most difficult for your agency to replace? What responsibilities, experience, or judgment would be most difficult for someone else to assume tomorrow?

2 What would leave with them? What system history, practical judgment, relationships, warning signs, or agency-specific knowledge do they carry?

How much of that knowledge has been documented, shared, and practiced by someone else?

It is documented, shared, and regularly practiced. It is documented, but not regularly practiced. Some of it has been shared with others. Most of it remains with one person. We are not sure.
